With all that said I find the railgun better if you can land your shots as you have more damage and more capability/potential with it, the M99 isnt a "bad" pick as it's more beginner friendly. The economy is slightly different as well - you can get a T4 rail earlier than the M99, but it costs more to upgrade it to T5 than buying the M99 outright so you might not have a T5 rail as early as a M99. While the M99 is 12kg which leaves space for a pistol or med SMG which makes you a bit more reliant on your team to help keep trash off you. The railgun is lighter as at T5 it's 10kg allowing for you to carry a weapon for self defense or an SPX to kill more larges. i avoid using the 50. You can 1 tap FPs in zed time but it means taking ReU instead of the fast reload - you can't 1 tap FPs outside of zed time regardless. Fire mode is single shot only.T perk is intended to be a trash zed killer, it is preferred for you to lane with a designated big zed hunter such as the. i mostly use (Mosin + crossbow/compound bow) but usually change the Mosin to M14 since its easier to execute Fleshbounds and Scrakes. You forgot to add that the rail-gun has twice the penetration power of the M99, despite what the trader charts say. The Crossbow is actually harder to kill big zeds with. You can easily dispatch of every single big zed before they ever become a threat to the team. M99 has higher damage which allows you to 1 tap scrakes without ReU but then has a lengthy reload making it less effective for FPs. Spamming the Railgun never accomplishes anything either. You can 1 tap scrakes but you need to maintain 2+ ReU stacks to do so. Railgun has more DPS than the M99 thanks to its fast reload and carrys a lot more ammo making it better suited for QPs, FPs and bosses where the M99 isn't always able to 1 shot or isn't able to keep up with the volume of zeds.
